The CO2 equivalent savings per euro invested is a good indicator of return on renewable energy investment. Investing in renewable heating and cooling results in a much higher CO2 equivalent savings, yet the subsidy system in France largely favors electrical renewable generation. The DG Tresor has recently concluded that a review and a rebalancing will be necessary in order to meet France’s renewable energy targets.
